Purpose and Scope
The software of the electronic chart display and information system (NSR ECDIS NES-3000) is designed for:
Voyage planning
Calculation and display of current voyage parameters relative to planned values
Generation of messages, warnings and alarms when conditions specified by ECDIS standards are met
Analysis of completed voyages
Collection management of electronic navigational charts (ENC)
Operation as part of an integrated navigational bridge system

NSR ECDIS NES-3000 provides a comprehensive solution for navigation and maritime safety in accordance with international standards.
Limitations and Recommendations
Note
The International Hydrographic Organization notes that any navigational chart adequately reflects the navigational and hydrographic conditions only at the time the hydrographic survey was conducted.
Due to the high variability of seabed topography in coastal zones, narrow channels, areas of intense river run-off, as well as the influence of wind-driven and tidal phenomena, depths may differ from those indicated on the chart.
Key limitations when operating ECDIS
1. Reduced accuracy near coasts and structures
When navigating in waters near high coastlines or artificial structures, GNSS fix accuracy may be significantly reduced due to deterioration of the geometric dilution of precision (GDOP), caused by the inability to observe some satellites.
Warning
In some cases, a differential correction may degrade the result of the vessel’s position determination.
NSR ECDIS NES-3000 software automatically monitors the quality of the geometric dilution of precision based on GNSS receiver data and generates a warning signal when the limit value of the integral geometric factor is exceeded.
2. GNSS signal degradation
Due to the low signal-to-noise ratio at the GNSS antenna input, cases of signal degradation have been observed while the GNSS receiver continues to output a valid fix flag.
This manifests as:
Displacement of the vessel’s position plotted on the ENC
Visual drift of the vessel under the influence of current
Tip
SN Circular 255, issued by the IHO, recommends overlaying the radar image on the electronic chart for timely detection of such situations.
4. Specifics of operation during turning manoeuvres
GNSS receivers have a function for filtering random outliers of navigational parameters over a series of measurements, which improves the quality of coordinate and speed-over-ground vector computation when sailing on a steady course.
Important
During a turning manoeuvre, the vessel’s heading changes significantly faster than the course over ground (COG), which is the direction of the velocity vector produced by the GNSS receiver.
For this reason, the results of automatic ECDIS monitoring of charted hazards during a turning manoeuvre should be treated with caution, since ENC scanning is performed in a strip or sector ahead of the vessel in the direction of the COG, and with a narrow sector part of the water area may remain outside the monitored zone.

In the cases described above, for monitoring the vessel’s position relative to navigational hazards and in fairways, use:

Do not rely solely on ECDIS readings

NSR ECDIS NES-3000 ensures correct operation and display of ENCs in the latitude range from 85°N to 85°S.

Removable Media Preparation
Removable media is used for:
Installing certificates and licenses
Base ENC sets and their updates
Routes in RTZ exchange format
Recording any available information from ECDIS
Tip
For correct operation with removable media, the software manufacturer recommends dedicating a separate medium or multiple media to be used exclusively for these purposes.
Important
ECDIS supports operation with removable media formatted with the FAT32 file system.
Formatting Requirements
Any newly purchased removable media must be formatted to FAT32 before use.
Warning
Formatting media is recommended to be performed using specialized software. Formatting media with default system utilities is not recommended.
Recommended Formatting Procedure
It is recommended to format removable media using the Gparted application (https://gparted.org) as follows:
Delete the existing partition on the removable media
Create a new partition on the removable media
Format the created partition to FAT32
Assign a volume label to the partition (e.g.,
ECDIS)
FAT32 File System Limitations
When selecting a medium, consider the following limitations of the FAT32 file system:
Media Size
Maximum size of a removable medium that can be formatted under the Windows operating system must not exceed 32 GB
File Size
Maximum file size that can be written to a removable medium formatted as FAT32 must not exceed 4 GB

These limitations are related to the nature of the FAT32 file system and do not depend on ECDIS capabilities.

The NSR ECDIS NES-3000 software implements the requirements and principles in accordance with IEC 61162-460:2024-04, Ed. 3.0, with respect to Node-460, where applicable.

NSR ECDIS NES-3000 software does not generate traffic that does not comply with the requirements of IEC 61162-450 Ed. 3.0.
NSR ECDIS NES-3000 software ignores data that does not conform to the supported format.

NSR ECDIS NES-3000 software maximum inbound and outbound traffic bandwidth is 100 Mbit/s.
Wireless Interface Restrictions

NSR ECDIS NES-3000 software does not use wireless local area network interfaces. The NSR ECDIS NES-3000 software does not include a wireless access point function.
Safety of Removable Media Operations

NSR ECDIS NES-3000 software reads data from removable media (REDS) only in permitted and agreed formats.
Data not intended for loading into NSR ECDIS NES-3000 software is ignored.
NSR ECDIS NES-3000 software excludes: automatic mounting of removable media, automatic opening of removable media, and the ability to execute files from removable media at the operating system level.
